They did cut too short as there were nearly 60 freight carmen/inspectors when I hired in over 30 years ago to less then 20 at its low last year. You are provided with a certain number of PTO (Paid Time Off) days per calendar year and the amount is sometimes based on seniority or time with the company. These days are used for whatever reason. I think that the RR employees were asking for a separate "sick time" benefit. The reason why many companies dropped the sick time benefit is that it was virtually impossible to monitor that the employee was indeed dealing with an illness and was unable to work. One company that I once worked for had a requirement that if you took a sick day, you needed confirmation from a doctor or other health care provider. The number of sick days being claimed went down dramatically as a result of that policy. I remember at one time the employees at RR companies were called for jobs based on seniority. That is the most senior employees were called for work first. An employee also had the ability to "mark off" from being called and they were then placed at the bottom of the call list. I do not know if this work practice still exists for unionized RR employees.
