I always thought Homelander just refused to lift the plane because blaming the military for not launching supers earlier and indirectly causing the death of the people on the plane, would better convince the people to force the military to allow supers in. After all, death and tragedy brings people together better than a happy ending. If he saved the plane, he wouldn't have been able to give that emotional speech blaming the military. I think when you show people the result of a weakness they have, they will want to rid of that weakness at any cost. Just look at 9/11, after the tragedy of the twin towers, US came out stronger and did everything to prevent that from happening again even if it means electing xenophobic officials or sacrificing privacy.

He then finds a new girl Stormfront but his own son kills her. What do you think that's going to do someone mentally. Later he finds out that Queen Maeve never even loved him to begin with. He feels hated and betrayed. Homelander finds out he has a father he tries to make amends with him but his father ends up calling him a disappointment just like most the other people in his life have. Homelander is broken and he has been abused for most of his life. He tries to do good but he ends up doing bad.

Also in the boys comics they stated a nuke can kill homelander but there would be too many casualties. They chained him to a nuke as a kid to basically keep him in check. In the show however Madalyn said “there’s not a weapon on earth that hasn’t been used on homelander” so I think the show made him stronger.
