Yes it can.

@@charlenesart2207 parker quink black is sadly the most fugitive of all the inks I know. You have to use a UV protection spray once artwork is properly dry.

Hi Nick how do I know if the ink I am baying dissolves in water to give such nice colors? Does it say anywhere on the label ?
No. What I am doing is deconstructing the ink. I don't think the the manufacturers would have any idea about adding water and bleach etc. What you can do is check my website. Type in the name of the ink you want to buy in the search area and if I have swatch tested it you'll be able to see my swatch test card. You can then decide what to do? www.nickstewart.ink

how do you get the ink to instantly diffuse into the water? When I try this the ink just pools in the corner of the water and looks at me. I have to mix it in to get it to start spreading... :(
