I went through the British Army/Joint staff system 25 years ago. At that time advanced staff training for Army officers was divided into two halves. The first half (12 months) was called the Defence Technology Course (DTC), this was designed to give individuals the knowledge and skills needed to become staff officers in the procurement system. A number of students only did that half, and did not go on to the second year where military - warfighting - planning and higher defence policy was the focus. I think it would be fair to say, that at the end of the course, around a third of students were 'streamed' into procurement for the rest of their career. This was essentially the lowest third in ability. Those in the top third would be streamed for higher command, which may include a couple of jobs in procurement on their way to being a general. However, it was fair to say the least able were doing our procurement. The cohort I went through staff training are now either senior generals or will have left for lucrative jobs in industry/commerce if they were in the top half but not destined for the very top. The lowest third will be the ones who have hung on, knowing they would not pick up better paid jobs with a good pension if the left. Because the retirement age was extended to 60, a fair few of these are still serving. While that system has changed, the backbone of Army staff officers in procurement for the past 40 yeads came from, to be frank, hardly the sharpest tools in the box.
