I think them waiting season 11 to be the last one in 3 parts was a bad idea. They could have goes with the reapers for the whole season 11 with 16 episodes (and a bit of the commonwealth’s arc) then season 12 being fully about commonwealth and season 13 going with the CRM’s arc.
Why they didn't tie the Reapers in with the Commonwealth is beyond me?! The Reapers could very easily have been mercenaries for the Commonwealth, particularly on Lance Hornsby's payroll, like that CIA agent guy was. The story would be that the Commonwealth would send the Reapers out to attack and destroy small, or even large, communities that posed a potential threat to the Commonwealth, such as Meridian. And towards the end of Season 11, the remaining Reapers, including Pope, Carver and Leah, could turn on Lance, Pamela and the rest of the Commonwealth and act as the final villains of the series, and they kill a few or even LOADS of main characters before they are defeated (from their introduction in 11x02 to their conclusion in 11x24), so that they can leave a much bigger impact than they did originally. That would have been a far better and intriguing story arc and would have given the Reapers recognition, as well as make the Commonwealth story arc more interesting and entertaining. Or alternatively, the Reapers could have been part of the CRM (Civic Republic Military), which would have been even better!

Rick is probably held somewhere in a CRM holding facility (Speculating). Remember he is a high value asset to the CRM. if you've seen Walking Dead: World Beyond Season 2, you know what im talking about.
They were so fucking awesome man, they were formidable with how well they could fight and their theme was SO good but they got killed off so fast it actually makes me sad how poorly such an awesome, hostile group was written
