How do you fix the issue if you don’t have the other persons account?

@xkiki65x that is unfortunately not possible. You will need the credentials of the previously logged in account. That is just how Blink works
You can try asking Blink support for an account reset, but you will have to convince them that you have the right intentions

And how do I do it if I no longer have access to the old account?
No app installed with the account data and no access to the old account email/password

@DarkGenesis0 no other way, unfortunately. You can try pressing the reset button on the back of the camera to force reset the camera, but I'm not sure if it would work.
