How would you decide which tribe "owned" a territory when the current occupying group was only the latest of several. How would you decide which tribe "owned" a territory when the current occupying group was only the latest of several. This is morally legally ethnically an incredibly complicated and important subject. Giving rights to particular land to one group will mean denying the rights of the others.
