I noticed this as a kid to be honest. Crash mode is literally you taking the role of someone who's gone postal and killing themselves with the desire to take as many others with you as possible. Burnout was essentially what Hatred was just in a car. You literally wait for the busiest time at the junction and drive straight into everyone. Suicide simulator.

Burnout 3: Crash + Burn is such an interesting concept we never got. An arcade racer that shows you the consequences of street racing and putting not only your own, but innocent people's lives in danger and the horror of getting into a car crash.
Burnout 3: Crash + Burn would've been a terrifying yet good anti-street racing PSA. Take it to a track, not the streets. Especially with street racing becoming more common in America in the mid to late 2000s.

Conspiracy theory, I feel Burnout Drivers are sleeper agents, and Stryker is some handler. The missions always start with you and everyone else driving normally, but when Stryker tunes in, it’s like your programming’s activated and you suddenly get aggressive and competitive. I mean, what happens when you win? Do the drivers just keep driving till they crash, or do they suddenly return to an inactive state? Could the Crash modes be the drivers realizing what they’ve done and perform a murder suicide, or is this Crash FM’s (or whoever responsible) way of disposing of used agents? Perhaps Stryker tuning in and saying something unrelated to the race is a way of keeping the agents active, or disorienting anyone trying to stop the races (maybe trip them up into thinking there’s more than one race). Heck, the Crash mode could be a way to keep authorities out of the races, as it blocks off the road and keeps some emergency services occupied. Road rage could be you hunting rouge agents or undercover agents, which is why they don’t try and fight each other, but rather you. Stryker might not even be at these supposed events, he could just be pretending as we don’t hear any background noise and it sounds like he’s always in a studio. He probably watches them through security cameras and street cameras (if those exist). It’d explain the crash nav, and how he seemingly can get a look at each main location (perhaps USA, Europe, and Far East/Asia, are the only locations he could get agents in). And here I thought this was a silly game about crashing cars and going fast.
