It's a closed spline created in a 3D sketch. You can use construction geometry to help control the spline. Note the horizontal line that is coincident with two of the spline points. You can use the control polygons to manipulate the spline in 3D space (right click on spline and select display control polygons. I find those much better than trying to move the spline using the spline points.

Followed to a tee...Wouldn't make the path flat. Had self intersecting geometry.
