I have the same blower PB250 My question is does the carburetor only use 1 gasket which is the intake gasket. I didn't see a gasket between the air filter box and the carburetor. Does the intake gasket where the small hole go up with the hole in the middle of the intake.Thank you Is there a way we can communicate. Do you have Facebook or any other way sure as Email. All you have to do is take a small screw driver to fit in both high and low speed jets an heat the end red hot and stick the screw driver in instantly and let it cool. Then you can back out the tiny plug covering the screws. Both are the same. Then you can take a really small screw driver to adjust the carb.
Im having the same problem on a 10 year old echo 250. Ordered a carb and it came with plug, gaskets, extra air filters, carb, and complete fuel lines for $16
I was just dinking around with same one had to heat up a tiny screwdriver and put it in the plastic hiding the high speed jet let it cool turn and pull it out
Very persistent 2 cycle mechanic ! would have been nice to know how many turns out the hi and lo carb screws were put in. Alo would have been nice to know what the final carb screw adjustments were. I've never seen anybody adjust the carb screws the way you did ! New carb is $13 on fleabay. But the real solution is to order a battery powered blower - pull the trigger and they work everytime (if the battery is charged).

Those 2 cycle things I just order a new carburetor for $15 get the one with 5 star review or close. By the time you take it apart is it worth $15?

Get an ultrasonic cleaner for the carb
I just ordered a new carb kit with everything for $10

check the vent tube
