    From a writing perspective, you have to admit that President Bartlett’s position and decision have merit. They had an agreement, they were meeting to sign. The Speaker of the House changed their offer at the last minute expecting capitulation. To put it in different terms, you buy a car, you agree on a price, you get to the check signing part and the price is 4 grand more. You politely say no, not what we agreed on. If they don’t honor the agreement, you walk away.

      It's not even that they reigned in at the last second. They had a deal 3 (THREE) separate times before this, and each time Hawley pulled back and said "actually we need a little more cut" until finally, they pulled a 1% cut and it pissed off the White House. Josh was the only one who recognized that Hawley had them by the balls, but he was sidelined cause Leo was pissed at him and the President was checked out after Zoey's kidnapping. It took Abby coming back and telling Bartlet to get Josh back in the game for him to finally start fighting back. And in the end, they won and got the budget passed.

      It also doesn't help that he's also curveballing his own colleagues, who also didn't expect it and are just as worried as the White House because Bartlett's stunt on the Hill makes it look like they're not negotiating in good faith (which they aren't). They had a deal too, and their own Speaker threw it in the air to make the White House look weak and it backfired.

      No, I'll go with politicians in either party that want to play with the power they have for no other purpose than to play. I'm reminded of an episode in Law and Order where a congressman manipulates a domestic abuse crime to bring up civil rights issues. An attorney called him out on paraphrasing MLK with "King walked with the angels. You crawl and slither on your belly to get what you want".

    Good move. Checkmate. This reminds me of a similar situation I had.
    We were buying our first house decades ago. The seller was an old lady very selfish. We were in our 20's. She wanted us to close on Dec 25, and move in on Jan 1. The dates were ridiculous. You can't get a mover then, and we would have had to pay rent for another month if not moved out by Dec 30 or before. There was still a lot of time for her to move out. We had decided on an earlier date, and we were at the closing table with attorneys present. And she had changed the dates at the last moment. I was so furious. Without consulting my husband, I said no. Vehemently no. If she changed the dates, there would no closing, no moving, and NO SALE. I got up and was ready to walk away. My husband got up too and played along. I refused to be a patsy and jerked around by this woman. What else would she pull? I also said, I would sue her for my closing costs, new rental, and moving expenses for packing.
    Since this was winter, I knew that house would sit on the market for months longer. The attorneys would not get paid if the sale did not go through. So I held the cards. There was a last minute frantic discussion between her and her attorney. He came back to us with better dates. So the sale went through. Later my husband asked if I was serious? I said, of course. You have to be prepared to walk away in any negotiation.

      I mean yes, but not really. Don't forget this comes at the end of the story arc showing Bartlett being a shell of himself after the whole Zoey gets kidnapped series. He's realizing a decision he made as president almost got his daughter killed, his wife was so mad she was refusing to be in the White House, and the president was lost. Haffley knew how weak the president was. It makes perfect sense for him to play hardball here. He clearly wasn't expecting the president to play hardball back, but the only reason the president was willing to play hardball was because CJ had essentially told him to pull his head out of his ass.

      I didn't care for Angela's character too much, but Josh wouldn't have made a difference at this particular negotiation. The whole reason he wasn't in those negotiations was because he ended up pushing a Democrat congressman too far, which made the guy switch party. Haffley wouldn't have been threatened at this point. The negotiations only turned in their favor when Haffley overplays his hand and keeps the President waiting. Then Josh's advice to walk away helps turn the situation in their favor.

    • @jordanledoux197
      @jordanledoux197 7 місяців тому

      At least the President is involved with a veto for the budget. The debt limit is even more insane. The debt limit is rule that Congress made up. There's no rule in the Constitution about a debt limit, Congress put it in place themselves. Congress also gets to write the budget, which the President is required by law to spend. So AFTER Congress has ordered the President to spend money, Congress made a rule that only they control that makes it illegal for the President to spend money, because Congress also gets to set taxes and thus determines how much of a deficit there is.
      The President doesn't have the legal option to say "we shouldn't be spending that much, I'll spend less" after a budget is passed, but that's the only way that a President could comply with a debt ceiling if Congress didn't also authorize enough revenue. Congress essentially, if they ever actually let the debt limit get in the way, would put the President in a position where they are required by law to violate one of the two laws in question. They either have to violate the budget or the debt ceiling, both of which Congress got to write.
