The DA can bring charges without the victim's involvement. It's better to have the victim testify, but not necessary to move forward with charges that the state picks up, they just use the store's video, and the video of the interviews to establish the case. If the victim had to press charges, murder would essentially be legal.
I wish cops would explain this better. I got jumped a few years ago really bad and wound up in the hospital with a bunch of staples in my head - the cops found the guy, but I didn’t understand what it meant to “press charges” (I thought that since I got a few hits in, then it would mean I was in trouble too), so they guy basically got away with a slap on the wrist.
