Rose should of been charged lesbian romance aside she still committed murder of billy in the 30s . Just because she survived the failed fatal suicide attempt with Billy doesn't excuse the crime this is the only crime on coldcase that was never justified..
They were both in agreeance and thought they both would die. Not Rose's fault that she survived and Billie didn't. They did the right thing by not charging her.

This is my favorite episode of Cold Case. This episode was how I was first introduced to the actress Tessa Thomson. She is absolutely beautiful.
