I came here to say this. The rationale is incorrect. When you do the math you get 10.45 not 10.5. At 10.45 you round down to 10. At 10.5 you would round up to 11. They had the right answer, but they messed up in the explanation.

Just eliminate the numbers that come after the decimal.
