The super soldier serum is designed to make a person peak human. A perfect physical specimen in accordance to military standards. It wasn't designed to make a person superhuman. This was at least the idea originally.
Very similar to Batman, the one hero you left off the list is Daredevil, who you got close to when you included Electra but, ultimately neglected. I suppose his radar-sense might disqualify him because it was caused by radiation but Captain America, Saitama, Yuujiro and whoever "Adrien" is supposed to be all seem to fall outside of what most sensible folks would consider human, so, I personally think Daredevil qualifies.

He took a formula that was supposed to eventually become something of the super soldier formula but it was either supposed to be 100 or either a 1,000 times more potent than the original SSS. And he didn’t take like Cap did. Cap was administered the serum safely through scientist, equipment, and a lab while Sentry broke in and stole it and drank it because he thought it would get him high. So he didn’t take it properly. So he took the serum but an incomplete version that was still like a 100-1,000 times stronger than the regular one.
You have to remember Tarzan was nursed on breast milk from a female gorilla kalla which gave him his ape-like abilities but serums and enhanced experiments shouldn't count and Saitama doesn't even belong on this list...
