    What do you think of the burned in subtitles?
    I've primarily added them for my upload to Facebook, but I figured I'd also try it out here on UA-cam.
    There are a few mistakes which I've fixed for the version that will be uploaded to Facebook tomorrow.
    The process was a little complicated. It starts with UA-cam automatic subtitles. A lot of reading through and fixing mistakes. Converting the subtitles into titles for my video editor. Adjusting the timing, positioning etc.
    I just don't know how practical it will be for me to do this with every upload, due to the time involved.
    If you add the shooting, editing, blurring, and subtitling of this video, it adds up to around 18+ hours of work.

      ‼️If possible, please give an update on the food truck that bolted their LPG and other utilities on the sidewalk. THAT REALLY ANNOYED ME.

    Some people have said that there was no such requirement to have a parking space to buy a car.
    Until i can verify 100% either way, I have removed what the gentleman said from this video.
    Originally I thought it would make an interesting talking point because of the pending House Bill 31 but unfortunately some comments went further than that.
    During my research, the closest thing I could find is with regards to building standards requiring parking spaces.
    It's also possible that the gentleman is thinking of a Barangay or City ordinance, rather than a national law.
    But trying to check ordinances from that far back would be practically impossible for me, without spending weeks or months of time.
    If someone knows better, I would love to be informed. Because what he described is very similar to the pending House Bill 31 - which would require a parking space to BUY or REGISTER a vehicle.. if passed into law.

      I say that because every day there are so many riders getting into arguments with enforcers. They really act like the enforcer is being unfair and unreasonable, because they're only going a very short distance.
      If that's really the truth, why are they riding? 🤷‍♂️

      That is the question asked by most of the enforcers to all pasaway riders and drivers. And riders/drivers can’t argue if they asked with this question 🤣🤣🤣

      @@GadgetAddict I am just west of Toronto in Canada...But I have been to the Philippines a few times... The Tow Trucks are a lot different than the wheel lifts we have here...But I can see they work well

    I like the subtitles. Incidently at least Manila has sidewalks, I've seen vloggers in Angeles City walking to pick up their children from school and there is a sidewalk on only one side of the school compound, the other three sides open directly onto the road which is packed full with cars, trikes and motorcycles of people collecting their kids.

      Unfortunately there's also many areas like that around Metro Manila too. And in many locations, I can't imagine we'll see any change for the foreseeable future.

      The new subtitles are a little messed up on this video, but I think it's probably a step in the right direction.
      I just have to consider whether I can allocate the time it takes to add the full subtitles. Because after spending so many hours editing and then more hours blurring, it's hard to find even more time to do all the subtitles too.
      I tried to streamline the process by having UA-cam auto-generate the subtitles, but it's not perfect.
      I still had to spend about 30-45 minutes correcting mistakes. Some more time in translating and subtitling the Tagalog parts. Then I had to go through a process to convert the subtitles into titles for my video editor, adjust them, blah blah blah.

    MMDA and other concerned agencies should contemplate on how to add filing cases for child abuse against riders, may it be their children or relative etc, who drives with children who’s not within the limit and/ or not wearing safety gears on motorcycles. Putting children in danger should not be merely ticketed but jailed.

      The Children's safety on motorcycle act was only passed in 2015, so it's a relatively new law.
      My thinking is that if it was considered as child abuse, probably the law makers would have included something relevant in that bill.
      But I really don't know what the rules and requirements are for something to fall under "child abuse".
      To be honest, just enforcing the law properly, actually putting the correct penalty on the ticket, would make a big difference.
      Go to any school zone in Metro Manila and you'll likely see multiple riders just like this, passing fixed-post enforcers without anyone taking any notice.
      For a long time, a blind eye has been given because many enforcers feel like the rider has no other choice or cannot afford to pay the penalty, if they put the correct code on the ticket.

      @@JoesCornerstadios it's either that or they blame other circumstances (road condition, headache, distractions, etc..) they'll literally blame EVERYTHING except themselves.
      then if you tell them that they're the ones at fault they'll pull out the "namatayan na nga ung tao pagsasabihan mo pa" card.

      Many riders have said in the past, if I don't want to wear a helmet, why do you care?
      Like you just explained, it's not only the rider that is affected.
      If you're driving and you're involved in an accident with that rider. He's more likely to die because he wasn't wearing a helmet.
      If he dies, you're going to be arrested for reckless imprudence resulting in death.
      Even though a helmet could have saved his life 🤷‍♂️

    The side walk is a problem too. Some are even and some are not mostly people walk to the street instead.

      Honestly I don't understand why Barangays allow people to destroy the original sidewalk and modify it to their own preference.
      That often means it becomes a parking ramp, slippery tiles or other adjustments that make it difficult, dangerous or impossible for pedestrians to use.
      The moment they see someone starting some kind of construction on a public sidewalk, without explicit approval from the City or DPWH, they should take action to stop them.

    After 2 years of lockdown and people doing whatever they want to do at home, without having to follow any rules, without having to be considerate of faceless stangers, people revert to their baseline lawlessness. It both aggravates me and distresses me

    I think that the MMDA should try and give incentives for the Baranggays to do a lot of the work for them such as periodic beautification contests just like in the past.

      Considering most enforcers only get around P500 a day, i'm not sure where the MMDA would find budget for something like that.
      If ever there's spare budget, I think it would be better to increase the salary of their enforcers first 🤷‍♂️

    Enforcers should write all violation to the ticket rather than give this people a chance and reduce the violation. They should learn the hard way.

      It's possible that they are. But i'm not reading and verifying each ticket, since I'd miss a lot of stuff if I waited there for the ticket to be completed.
      I just know, after following so many different traffic enforcement agencies and departments, that sometimes there can be a little discretion used when penalizing people.
      So I say "if", just to make it clear that I'm not verifying every individual ticket.

    It's sad to think that many Filipinos think that helmet is only for compliance.
    Also the reason why they bring helmets even if they are not wearing them (thinking that if they saw some enforcers in a distance, they can still wear it).
    I have been driving motorcycle for years now and riding my motorcycle without helmet or shoes doesn't feel right to me.
    I had an accident once and it could have been worse if I was not wearing my helmet, shoes, gloves and knee/elbow pads.

      The thing is, they were really given a Barangay Clearance for that - according to enforcers.
      If the Barangay says it's okay to do something.. 🤷‍♂️
      That's the common conflict that enforcers will encounter.

    The enforcers should not be selective on the violations to charge the offender. If there are multiple violations those should be on the ticket. That is the only way I see these people will start respecting our traffic laws.

      I think the penalties for illegal parking should increase for succeeding apprehensions.
      Instead of being fixed as a set rate of P1000 (if you show a license).
      That would make these operations far more effective.
      I think the DILG should also try again, to find some way to force or incentivize more action at the Barangay level.
      I see Barangay traffic enforcers every day. And many of them have tickets. But I literally can't recall any time that I've ever seen a Barangay enforcer write a ticket. Maybe i've seen it and just forgotten... nothing comes to mind 🤷‍♂️

      The common response from riders like that is that they're just going nearby, they're staying on smaller roads, they've been doing this for a long time etc. etc.
      But as was demonstrated in a recent viral video, even the smaller roads can be just as dangerous.
      A lady was driving her motorcycles, with a small girl standing at the front. A pedestrian entered the road and collided with the motorcycle..
      The bike fell and the little girl smashed her head into the road. No crash helmet, no protection.
      That's why I shared that video on my Facebook page. Because if you watch that, and still let your children ride without helmets, there's really something wrong with you.

    3:39 I think they parked those two vehicles perpendicular , instead of parallel to the road to save space.
    If they parked parallel, the two cars wouldn't fit in the space and obstruct the gates.

      This team are actually operating 6 days a week, with multiple operations per day.
      But with so many roads for them to clear, it's hard to return to the same place often.
      That's why the Barangays are meant to maintain the area, after it's been cleared. But some do better than others in that regard.

      That's what I'm struggling to understand. There doesn't appear to be so many cars there, that they need to park in that way. So why are they blocking the sidewalk, instead of just parking parallel in the road?
      It would still be illegal parking, since MMDA said there's no parking allowed both sides. But at least the sidewalk would be clear for pedestrians.

      The unfortunate truth is that while many people say they want longer videos, on the whole, many people don't watch for more than 5 or 6 minutes.

      That's what I don't understand.. there's an expensive box on the back or lots of modifications to the motorcycle, but they can't afford to buy a standard helmet for their wives 🤷‍♂️

      That would be ideal. But their budget was reduced from what they were asking. So I guess that's not likely any time soon.
      The other thing is that many items will actually be collected back. Although the owners might be required to sign some kind of document that says they won't return it to the sidewalk or road.

    I wish the school curriculum should add awareness for not using helmets, and protective gear, I mean they already do but they should indoctrinate them to be safe at all times, have lessons, consequences and add morals. They should also teach children to not illegally park AND obstruct sidewalks, fire hydrants, etc. And let the Barangay's to do the job, of course the city enforcement agency should be monitoring them using cctv's if they don't do it and have consequences for it if they don't enforce it. Lets make our enforcer's lives and jobs easier!

      LTO is making a significant effort to improve the quality of drivers on the road, and it's much harder to get a license now, compared to before.
      But yeah, maybe more focus on these kind of topics in school could also help. Especially general road safety.
      But the problem is, many people are just too confident in their own driving skill. They think it could never happen to them.
      It's hard to really reach those drivers and make them understand the risk.

      ​@@ajLisama I've also pinned a comment and included it in the video description. So everyone will be clear on what I was able to research myself.
      But ultimately. I'm thinking to just cut it from the video.
      What was meant to be a casual interview, turned into something more complicated.
      I started including interviews, because people said they wanted to hear the opinions of residents in the areas being cleared.
      But it seems like I probably need to add some kind of disclaimer that what they're saying is their own personal opinion and has not been fact checked or verified. Because there's no way I'm going to have enough time to heavily research everything that people say each day.
      I'm already struggling to keep up with these longer videos, because of all the time it takes to blur peoples faces and plates.
      I guess that will be part of a learning experience for me. Since previously I was not interviewing random people on the street.

    So much freedom and rights in the Philippines that people are so entitled with the use of sidewalks. They extend their homes, put plants and make it as their garden, its where they cage their pets and most of the time turn it as part of their business - vulcanizing, food truck?! How I wish "CANNING" is allowed in the Philippines just like in Singapore and Malaysia. Paying penalties even if its a huge amount of money no longer sinks into them so maybe a good beating will do.

      I was a little surprised when the enforcers said the food truck even has a clearance or permit from the Barangay.
      Of course the resident would feel empowered if the Barangay already approved it 🤷‍♂️
      That's actually one of the common conflicts for enforcers. It's hard to penalize someone if a local government unit told them it's okay.
      It's quite incredible considering the standing order from the DILG to clear all roads and sidewalks.

      @@GadgetAddict If that is the case I hope the MMDA can file an administrative complaint to the DILG to sanction these erring Barangay Officials and include the Mayor as well.
      You, Sir Bong and the rest of the MMDA are putting things in order but these self entitled residents are being "shielded" by these idiotic and corrupt barangay officials. Its frustrating!

    Hi! good morning! just wanna ask, why do you say " if " they will charge or write on the ticket all the violations on the ticket? Isn't it the law that the violator broke? an example of it was the rider that rode a motorcycle with a sub-standard helmet and wearing slippers. Is it possible to ask sir bong nebrija of what law should be charged to all the violators that should be written on the violation ticket, the lowest penalty or all the penalties big or small? because if the violator will not be charged with the full force of the law, they will do it again and again.....thanks for your videos....keep it up but stay safe!!!

      It's quite possible that all of the violations are being added. But I don't personally check each individual ticket, because it would consume a lot of time, waiting to see what was written. That's why I say "if".
      In my experience, observing operations from MMDA, i-ACT, HPG, LTO and various LGU enforcement departments, the enforcers have some wiggle room for discretion.
      In fact I watch a lot of U.S. bodycam encounters and it's typically the same in America too.
      Historically, some traffic enforcement agencies or departments have even put in place (unofficial) special considerations for PUVs. Which is actually something that I completely disagree with. Because anyone offering public transport and holding a professional drivers license should be held to the highest standard.

      I guess a lot of people really just got used to doing the same thing for so long, that it's hard to really change their ways.
      A lot of people already converted their garages into extra living spaces and now they don't want to give that space up 🤷‍♂️

      I wish I could say it's unusual.. but unfortunately it's somewhat commonly seen around school areas.
      The Children's Safety on Motorcycle act of 2015 was passed with the hope of reducing dangers like this on the road.
      But the truth is, many enforcers don't like to put that on a ticket, because the penalty is so high and they feel bad for the rider 🤷‍♂

      Honestly, just making the penalties for illegal parking increase for succeeding or repeat violators would make a huge difference.
      Having it fixed at P1000 (if the driver shows a license) is just too affordable. Especially if they know the MMDA can't return to the same street that often, because they have so many different streets to clear every day.

      Well that's the other thing I was thinking about, the child seats, seat belts etc 🤦‍♂
      Although at the time he put them in the car, I was actually surprised. Because I just turned around and saw it at the last moment.
      As for his statement, many people said it is not true.
      It's certainly not the first time I've heard older people saying they were required to have a parking space "during their time". Although I guess what caught people's attention this time is that he specifically mentioned Marcos.
      During my research, the closest thing I could find is with regards to building standards requiring parking spaces.
      It's also possible that the gentleman is thinking of a Barangay or City ordinance, rather than a national law. Or perhaps even some kind of resolution, memo or department order.
      But trying to check ordinances from that far back.. it would be practically impossible for me, without spending weeks or months of time.
      If someone knows better, I would love to be informed. Because what he described is very similar to the pending House Bill 31 - which would require a parking space to BUY or REGISTER a vehicle.. if passed into law.

      @@GadgetAddict i just tried to get in touch with family about this.. but, i don't see how if turned into law, that would be a bad thing. when i left, population was at 90 million? it's well over 100 now, right?
      given the established infrastructure and poor layout schematics, i think to rid of traffic and accidents these things should be tackled one law at a time.
      then again we've always had laws there, implementation is key.. hashtag corruptionwasneverlegal

      I do think House Bill 31 would make a huge improvement on the road.
      But I fear that the potential opposition from the middle and upper classes might make it difficult for such a bill to pass into law.
      For the population, I wouldn't even want to guess. Because from what I've read, a lot of it is really guess work.
      According to PSA:
      "As of 01 May 2020, the institutional population reached 366,202 persons, or 0.3 percent of the country’s total population of 109,035,343 persons"

      The problem is issuing a ticket without any license plate and no one showing a license.
      I think the MMDA are exploring options for that food truck, although I don't speak for them.
      I guess one of the potential problems could be that the Barangay actually issued a clearance for that food truck. So more than likely, the owner would assume that means it's really allowed.

      I'll try to share, if I hear any update.
      Originally I thought they won't be able to pull that. Because I can't recall seeing them pulling a trailer like that before.
      But then they said it's possible and they're going to tow it.
      The problem is when they saw the gas, electricity and water connections.. the SCOG team didn't want to mess with it. Which is understandable, since they'll be held responsible if something goes wrong.
      There's generally a lot more caution when gas is involved.

      I guess ultimately it would come down to laws rather than administrations. Because you can only enforce what is legal.
      House Bill 31 is the latest proposal that would require people to have a parking space before they can buy or register a car.
      If that is passes into law, I suspect it would be a huge game changer.

      Honestly I think a lot of riders are just too confident in their own skills.
      But it doesn't matter how good you are on the road, because it's a SHARED SPACE.
      You cannot control what other drivers will do. Someone else can cause you to have an accident, or they can smash straight into you.
      A helmet doesn't guarantee to save your life, but it certainly improves the chances.
      With an overloaded motorcycle and no helmets, it's a recipe for disaster :(

      I was looking if any such regulation existed. The closest thing I could find is with regards to building standards requiring garages.
      If House Bill 31 passes into law, people would be required to have a garage before buying or registering a vehicle.

      They have confiscated similar basketball equipment in the past, although it's quite difficult, maybe impossible, with the small truck they have right now.
      It's quite likely they will put it back. But if that happens, the Barangay have no more excuse. Because it has already been cleared by the MMDA and they're held responsible for maintaining the area.

      When I first saw his page, there were comments bashing the MMDA.
      I shared the post and asked what people thought.. whether the MMDA should clear these kind of obstructions or not.
      The comments quickly went in a different direction and the Barangay Captain deleted his post.

      @@GadgetAddict It could be a good bill if the enforcement will be strict. As what the bill stated that vehicle owners cannot falsify documents because it is a crime. However, I've seen some of your videos that has apprehended drivers with fake licences but only got their vehicle towed.

      Well that's the key thing here... the implementation.
      Because LTFRB already require off-street parking for public transport vehicles.
      But you can see all the jeeps and taxis that are illegally parked on the sidewalks and roads every day.
      I do expect that a lot of people would cheat the system. BUT the penalties for those caught doing that, are quite significant.
      That would empower enforcers to make a more significant impact on the road, even if it would be a bit slow to begin with.

      What I'm curious about is whether there was a law or ordinance or rule that was requiring people to have a parking space.
      Because while I can't find it myself, this isn't the first "older" guy that I've heard the same thing from. Albeit he's the first that specifically mentioned Marcos.
      So now I'm even more curious than before, about what kind of rule might have existed before, with regards to garages or parking spaces.
      Whether it was dealerships that enforced some kind of requirement. Or perhaps some kind of local ordinance. Or an LTO department order or memo?
      Or is it just misremembering of "the good old days".
      I would be very interested to know. Although honestly I feel like it would take weeks or months of research. And that's just time that I don't personally have.

      Speaking in general terms though, people who say it was a better time, and people who say it was a horrible time are both right.
      From what I've read, rule of law was not so much respected, but enforcement and punishment was feared. It wasn't that people were following the law out of the goodness of their hearts, but it was because it was enforced and punishments were dealt out albeit punishments were at times excessive.
      Sure there were abuse by the government and/or people in power then, but it's not like there aren't now.
      So if you ask me, I'd rather have corruption in the government BUT laws were enforced and followed by the people in general than what we have now, which is there's still corruption in the government, but nobody follows the law anymore.

      The next time someone mentions the same thing about the parking requirement, I will try to quiz them and see if they can remember more details.
      I'll probably also add a disclaimer or warning on the screen for future interviews. To make it clear that what's being said is that person's personal opinion and that I cannot fact check and verify everything that is said.
      I try not to rush to say someone is wrong. I like to believe I've learned from my mistakes. You can be so sure, with other people saying the same thing, but then someone will dig up a resolution, memo, department order or something else from decades ago, and prove you wrong.

    The enforcers should not be selective on the violations to charge the offender. If there are multiple violations those should be on the ticket. That is the only way I see these people will start respecting our traffic laws.
