Lenovo Active Pen does not have battery, it has a (super)capacitor = it does not charge, you just have to slam it inside and take it out to have around 5h of active pen use :)

are there pdf readers that will allow you to make notes on the pdf with the pen, and does it tilt the pdf over to the side so as to function as a reading paper? is the keyboard as good as the regular thinkpads? I am thinking of using this as a working device for writing and reading papers.

I do it with my yoga x1 g3, with GIMP, however you do need to configure the stylus in GIMP preferences.
Yes, it does tilt in portrait mode when you're using it as a tablet.

Would this ve a decent option for an engineering student in 2024? My budget is extremely modest. If not this one then which Thinkpad would you invest $300 or less in? Ill likely buy from ebay.
Maybe, but the Dell Precision 7520 and precision 5540, ThinkPad E14 with Ryzen 5 or i5, and ThinkPad T480 are better choices for you because they have dedicated graphics cards. These options are cheaper.

you can get a asus tuf for 900 dollars and it has a i5 9th gen, with a rtx 1650 that is generally better than this, but if you need it for school sure go ahead its decent at games i can run valorant on mine and stream roblox so you'll prob be fine
