Not only were the hokage being supressed and limited in fighting power, but they also didnt have free will as you said. If they did, they certainly wouldn't willingly fight another hokage from their own village. So Madara was brought back with a stronger reanimation jutsu, has more of his power, free will to act as he wants, and knows how the jutsu works. All in all, he uno reversed the jutsu and became the jutsu castor of his own reanimation.

Even when nerfed to high heaven they were still a match and even stronger in endurance for Hiruzen. Orochimaru also learned of a limitation to this jutsu, and he was not able to remove it. That is the soul you want to summon must be "free". We don't really know what the Naruto afterlife is, but souls have to be THERE in order to be revived. So he tried to summon the 4th Hokage in that fight, but he failed because the 4th is in the belly of the Reaper. In addition, Hiruzen sealed himself and the other two Hokage, plus Orochimaru's arms, into the Reaper's belly. So now no matter what you try, since those souls are not in the afterlife, nobody can reanimate them. Also no matter how much he body jumps, Orochimaru's arms will always be damaged. Itachi's Totsuka Blade does this too, it seals souls within it when it strikes them. So Nagato is also impossible to bring back now. Anyway, after Orochimaru was out of the picture, Kabuto took up the task and COMPLETED this jutsu. Reanimated ninja are still weaker than when they were alive, but not by NEARLY as much. In addition he can control far more at once with great flexibility. However he STILL could not get rid of that limitation on souls being free. If he could, he'd have summoned the 4 Hokage and ended the war really fucking quick. So yes, the reason the first and second didn't turn on Orochimaru is because not only were they both FAR weaker, but Orochimaru just, didn't let them move freely until he used the seals to add an additional layer of control while restoring some of their strength. Also, yeah, if they had been at full power, Hiruzen would've just been DEAD instantly. Facing both of them at once is JUST suicide. Hashirama is literally called the GOD of Shinobi, and his brother is NO slouch, having created numerous Jutsu, most of them forbidden. Remember that big ass scroll of forbidden jutsu Naruto stole in the first episode and learned the multi shadow clone jutsu? Yeah most of the stuff in that scroll the second Hokage invented. INCLUDING the shadow clone jutsu.
So, Madara said he was casting Reanimation Jutsu: Release, but he didn't weave the correct signs. The signs he wove were for the standard Summoning Jutsu. Even if you don't know which signs he's weaving exactly, he weaves five signs, then slaps his palm on the ground. Reanimation Jutsu: Release has six signs, and the last sign in the string is the one where the jutsu caster has their closed hands together and angled to the ground; you can see it whenever they cut back to Kabuto, since he's stuck in the stance of weaving that sign. Meanwhile, the last sign Madara wove was the one where the index and middle fingers of both hands are pressed together, with one hand raised slightly above the other, and the ring and little fingers are clasped together. That's one of the most commonly seen signs, because it's also the sign we see used by shinobi who are focusing their chakra internally. It also happens to be the last sign of the standard Summoning Jutsu. He didn't cast the right jutsu to stay, he's just Madara Uchiha.
Well in a way, reanimated is a form of summoning jutsu and he is, in some way, "summoning" his own reanimation. So without knowing the full jutsu string, it's plausible to believe the jutsu needed to rescind the contract summon from his end includes the sign commonly associated with summoning 🤷 that's how I always interpreted it

Madara - The most dancingest fool that knows all the steps. As for Edo Tensei, Tobirama created it but Orochimaru perfected it by the time it hit Kabuto. So Kabuto's edo tensei (reanimation) jutsu was far more powerful than when Orochimaru fought Saratobi in OG Naruto. At the original level Orochimaru could control it, at the level the jutsu has been raised to, not so much anymore.
