Josh it appears to me that they have already done the automation and now they are looking to fairly spread the cost among all users of the ULS system. Many current users of ULS currently pay fees, but Amateurs don’t. Nearly everything done to your license is automated now... from initial licenses to upgrades to vanity callsigns. For license work most of the automation is at the VEC level where they submit new and upgrades online. I find $50 to be a little steep if it is a per transaction fee, but entirely reasonable if it gives me online access for 10 years including all transactions.
Collapse your whip to attenuate things! I ordered one of these, doing 144mhz weak signal(EME, Tropo...)I need to power line trash hunt almost constantly. If it is within 1/2 mile I can hear it LOUD and that can cover a weak signal. Going to add a tape measure yagi to the input for directional testing.
Oh boy, going to have LOT's of those MINI SA's being returned with blown front ends from people that connect their radios directly or just having way too much RF and too close. Sure wish they had these gizmos 50yrs ago! LOL. Still going to buy one tho, as time goes on it will only get better AND much lighter than all my boat anchor's 73 N8AUM
I know this would NOT be ideal, but could I use this to tune one of those cheap Chinese cavity duplexers? Doesn't need to be perfect, just functional for my needs.

The density of the metal probably has more to do with it's shielding ability than its conductivity. You're not looking to conduct, you're looking to block an electro magnetic wave

TACACN1: While these tests are great your forgetting EMP's E1-E3 pulses are not 5W or 100W its like 50KV/m [50 kilo-volts per meter !] this is many orders of magnitude bigger. You would have to use like 100000watts+ next to your can to simulate- test it I would think. There is still huge value tho in doing this just depends on how close you are vs shielding.
[I think 120 Watts only gives 250 V/m] where a nuke is in KV/m [further to the material the conductivity and skin effect comes into play alloy would be better -copper best. +Higher wavelengths like UHF are smaller and get into the cracks.]
Maybe for a quick and dirty test the Tactical trash can at higher frequencies you can just put a cell phone in it and see if you can call it when you are very close to a cell tower. If you can use a GSM-1800 mobile it will be high enough and if it works you'll also know that you can protect yourself from the big-brother tracking of your phone if required, since with most new phoned you can't remove the battery any more... If you have a 5GHz Wifi device you can try even better, I don't think you stop that though the wavelength is very very short then...
I'm against the fee because it will force many amateurs out and create an elitist class of radio owners. It they presist in forcing a fee, then I propose that the FCC pay a fee to every amateur that participates in ARES and for any emergency operations that benifit the government. You want to charge for your time then I should be able to charge for my time

Magnetic insulation is made of layers of magnetic and non-magnetic metals. and a pole of a magnet attached to the surface like you did.

Nah. The magnet was just there to stick the ground wire to the can body for testing. Not normally there.
