    Excuse me, is that "when wine rain, silence does't rain" am i got it right?

      It's when wine reigns, silence doesn't reign...
      Sorry, my pronunciation here is probably confusing. I realized as i was saying it, that I don't exactly know how to say reign any differently than rain!
