We need to recognize that Agency Directors and Cabinet Secretaries have almost no knowledge of what is going on in their Agency/Department. That is the job of their Deputies and other underlings. The leader's job is to sit in front of Congressional hearings, obfuscate and assign blame elsewhere.
This is a prime example why this agency should be " Abolished " ! Complete incompetence ! National education standards have been a complete failure ! Why employ people who are of absolutely no use to our country ?
He knows what he is unilaterally doing is anti American, and evil so he needs to avoid acknowledging that.
