I would check to see if the bump switch is working. It may require opening it up and using a jumper in the switch plug. That would be my first test. Then see if the vacuum is getting power when the switch is activated. Multimeter will help with that.
There is a video on utube that shows how to take eyevac apart and clean inside the actual motor over time it gets clogged with hair also and motor will not run
