That's not true, If the program was looking for the version then it would look for the NT version and Windows 9 would have been based of NT and not 9x. This was just a hoax by someone and not true
Another reason Windows 9 might have been skipped is because at the time of release of 10, Microsoft wanted to make windows 10 the last windows version and keep updating it basically forever, hence windows sun valley, basically that windows 10 update which in the end became windows 11 but the theory in this video also makes a good point from a marketing perspective
aero did not age like milk tho, recently with the slow comeback of skeuomorphism and aesthetics from late 2000's people have been interested on the frutiger aero aesthetic wich includes the aero theme from vista/7
I love aero, a bit because of nostalgia bias but mostly because I genuinely like how it looks. Having to look at boring flat Win10 for 6 years got tiring and Windows 11 is more fun than 10 but still not like 7.

Ever since I was fourteen, I was always intent on switching to linux. Windows is becoming outdated, gross, and invasive to say the least. Your best bets now-a-days for an operating system are all linux versions.
I switched to Debian Linux 6 months ago, and I haven't been as happy with an OS since Win XP SP2. I feel in control of every aspect of my system. Anything that bugs me can be changed, removed, or altered. Anything missing can almost certainly be added. All for free, and without telemetry and data mining. Highly recommended!
