The yellow stuff is not a filter, it's a phosphor that turns majority of the royal blue LED light into the rest of the visible spectrum, to make the white light. Different compositions of this phosphor can have warmer or colder color temperature. Look up remote phosphor to see the concept.

Ah, makes sense, I knew it had something to do with turning the blue light into white, just wasn't sure how.
I'm curious why they put the silkscreen on this, especially double sided one. Sure it wouldn't save much money but still...
