It could not be shot down in mid-air, I mean blown up over a city, it was to be taken by helicopter to the high seas and eliminated, the risk of whether or not it is a Trojan horse is very large, especially in times of war . The local population just below has to be monitored for 40 days (quarantine) it was an unthinkable attitude from the point of view of the risk of being a biological agent inside that balloon.

Hmm, would suggest the US Navy would be shrewd enough not to mention in detail what debris they recovered.
Keep the Chinese guessing as to what technology and data was recovered.
And, the debris fell in US waters so Chinese can't send in one of their own recovery ships without causing further diplomatic offence as it were.
Perhaps China should have thought it through first?
I speculate the next time it happens the US will have found a way to put a small hole in the envelope so it falls "more slowly" to earth ... American earth ...
Chinese might put a self destruct capability in their balloons but debris would fall anywhere and cause a bigger diplomat incident if any US citizen or facility got damaged.
I speculate further the US could claim some US people or property was damaged and make incident bigger itself.
Which brings us back to whether Chinese think anything through ... like the Taiwan issue, say.

The military might have been able to tap into the signals the balloon was sending. As a result, they likely wanted to observe its behaviour and try to see what it was capturing. Imagine if the Chinese say the balloon is for weather and the signals indicate it's about something very different. I am sure they quickly ascertained if the balloon represented a threat or not a deemed that it did not pose an immediate threat. therefore waiting until its over water to shoot it down is a prudent move.

If the military advised the president to not shoot it down, I think it's fine that the president accepted that. I don't think that it was determined "too late". If the balloon was deemed too much of a threat, I think the military would rather deal with fallout damage than let it keep floating.
