John Deere looks like a clean tractor but before you tear things apart clean the top of that valve housing and make sure that dirt isn't underneath the lever on the outside of the valve housing getting pinched between the lever in the valve housing. Also check PTO Rod length there should be a suspect in the book or an adjustment in the book make sure that's up to spec before you pull that housing off. But yes that lever inside is not a crazy Theory they do break
