    I need an expert opinion regarding the 44 CFR 59.1 definition of "other residential" building. The definition involves a calculation of Total Floor Area "within the building". For a proposed project with a basement, is the basement floor area included in the Total Floor Area "within the building" ?

      Basements typically are not going to be considered first floor unless they're being used as living space

      @@FloodInsuranceGuru I have found some possible clarification in FEMA Tech Pub 6: Ancillary areas of residential buildings that serve only residents are residential ancillary areas and include ... parking garages. So a basement might be included, but is treated as residential.

      @@drjinsb it could also depend on if you're also looking at private companies as well typically basement square footage is not being used when it's not living space but what is being used as the replacement cost of the property that could go into the overall estimate for that

      @@FloodInsuranceGuru My concern is not actually with insurance, but with flood plain management. I oppose a local project which proposes residential over sub-grade parking in flood zone AE. The local flood plain administrator claims the sub-grade parking makes the project both mixed use and not "other residential".

      Here's what I would do reach out to your local floodplain manager to make sure that you're not in any kind of violation cause we see this happen a lot it's called a 1316 violation which basically what they do is it put a lien on the property they won't give you the permit because certain things were not followed when the property was either being approved or built. For example, if you're adding an addition to a property in the properties, you've gotta bring it up to today's code and that could possibly mean filling in the basement. She always want to reach out, reach out to the local floodplain manager when going through this process.
