So, if she bids 200,000 for a player the selling club will reject because they "think" she is worth 270,0000. Her owner is only willing to give 220000. So she rings another director to bid informally for say 210,000 and if they reject it, she knows the player is not worth less than 210,000, so she informs the owner about this and asks if they can bid 240,000 or 250,000. The owner obviously has to agree or disagree in the end so its not betraying their trust as the original budget offered to the director for the player wouldn't be enough and would've been rejected! The club she asks for the favour probably wont be interested in that player, if they for some reason accept the 210,0000 offer from the other club then they know the selling club were just trying to screw them. The only entity with manipulation power in the entire situation is the selling club! There are plenty examples of this in transfer history. There's no way players like Enzo, Maguire, Antony, Pepe were worth what they were sold for. There was a lot of market manipulation from the seller. It's like buying a second hand car from your uncle. You clearly didn't read the OP's post properly, if YOU or ANOTHER CLUB are bidding for a player then you NEVER tell what your genuine limit is because it skews negotiation in favour of the selling club i.e. "Our actual budget is only a tenner, so our maximum bid is £8", to which the other club says "We want a bid of at least a tenner".
It's partly why many clubs try to make transfer fees undisclosed because when they reinvest incoming transfer funds, they often have to pay higher fees if other clubs know how much they're recently sold a player for.
