If you'll notice, while in Shadow mode, they usually show Cid's face with a shadow on the top half. They let you see through the shadow to see his face since you're are watching the show, but they are pretty much implying no one sees the top half of Shadow's face, which helps keep people from recognizing him. He also was quick to switch places with Zenon, so Alexia was at his back instead of front, since he had spent more time with her, and had a higher chance of recognizing him.
Also, they mentioned a couple times that they had evactuated that area. it's never mentioned if anyone died due to atomic, but at the very least the casualties was small at best. Now, the question is did Shadow actually know there are above him was empty, or did he just not care?

I prefer Alexia rather than Iris. At least she have self-conscious...But Iris,I starting to dislike her...she lose her own sight and got blinded by her own justice slowly.
This show is one of the best tests to find out if people are just miserably living boring ass lives, tbh. If a person can’t see how fun this show is I personally feel like I’m loving in a different reality from them.
The premise is there is a person that is so devoted to something that they decide to cast away everything else in life just for that one thing and he is rewarded with luck stat 99 as long as he continues to play the role. Family doesn’t matter to him, females don’t matter, school doesn’t matter, friends don’t matter, his subordinates don’t matter, and even the safety of the world he lives in doesn’t matter. But achieving his goal of Eminence in n Shadow does so of course he is gonna repeat that a thousand times, lol.
Remember, Iris told everyone from her faction to finish evacuating all the people. So Cid never killed anyone (besides "future knights of rounds) with his Atomic. He just created a massive crater lol.
Also the overlay of Alexia's fighting style (that Cid said he liked and she got mad about because Iris said the same thing, it being "ordinary") with Shadow's was important for her re-invigoration to pickup training seriously again.
You guys should definitely react to the Kagejitsu shorts that sorta accompany each episode. They're a couple of minutes long and feature the Shadow Garden members in chibi form interacting; some of the material there becomes highly complementary to the later episodes/seasons !

in the novel they're actually tell that when cid in shadow mode his face is covered in shadow so people can't see it. the anime make his face revealed to help viewer see his expression
