Can I do this city registration for my family members too who are not already in Germany with me but are planning to come on the Family Reunion Visa? I'm still waiting for their visa appointment date but want to take their passports with me to do their city registration

In city registration process a person has to be physically present in Bürgerbüro, additionally a person need to sign one document in appointment 🙂
