Perhaps it should be, but it's always been more focused on deep and darker sounds, which not only requires a certain mood to enjoy, but also requires the right sound equipment to enjoy, too. Future garage is not really dance music, club music (although I've heard it in clubs from artists more synonymous in the sound as a transitional "sonic break" to and from heavier music), or pop music. So, it's most enjoyed, and probably best enjoyed, on a pair of speakers or headphones at home, or in the car, or some place quiet, to capture the ambience and nuanced foley and put the listener into the mindset to fully enjoy the sound. Most people would probably find this genre boring, or too slow, or too dark/sad to listen regularly. Most would probably miss a lot of the detail, soundstaging, and low end listening on cheap headphones, phone speakers, or small speakers/TV speakers at home with no low end. It's an "underground" genre for a reason, because it takes more effort and attention to being invested in listening, and not just because it started in the underground UK garage scene.
