Well Ryan it took 23:21 for you to explain the simple equation to success that Learnt in 1954 in the R.A.F....."What can I do today better than yesterday.... to make this Sqdn Better". In it's wisdom the R.N. was moving you sideways because you were not fit to command a Submarine because you were maintaining a 'standard' without "Improving on the standard" to the benefit and Understanding of your Crew..... To this end your Crew would have fully understood in the circumstances why the Air conditioning breakdown was "Tuff Titties"..... Your story sounds to me like a "Boys Own" Officer full of Dreams of grandeur being seconded ( putting them out to pasture)to an exchange posting and coming back with Rose Tinted Glasses.
