Hello, Alipay does not have offices in China. Their business is essentially exclusively online. Also, when opening a bank account in China, they will have requirements if you are not a Chinese citizen. I’m afraid there isn’t anything like that in China. Only way to do that is to ask someone to send you money through Alipay.

I believe it depends on the provider. You can try linking your Visa card with Alipay. If it lets you link, the you should be able to top up.
