We defeated 2 Zinogre quests (5 stars outside the guild hall) but there’s no Usurper’s Boltslicer available in the store, do we need to clear some quests in the guild hall, for it to be available in the weapon store?

You need Hunt Zinogre and kill Him. Again and Again when you complete the Needed Materials. You can buy some of weapons them.
