You just had drive with two partitions. Not drive that contains two separate drives. I have 4GB USB flash drive where first 800MB behave like completely separate disk that is write protected and then there is another disk for the other 3GB that can be normally formatted. But how to kill this separate disks and join it into 4GB normal flash drive with single distk?

This is one of the reasons I'm switching to Linux. Windows has the same if not worse random issues but I didn't pay 200 Australian for it
