Explained: Why farmers don’t trust Modi government’s word on farm laws

  • Опубліковано 30 вер 2024
  • Why are #farmers worried about #MSP, or minimum support price, not being written into the new farm laws when it never had legal backing? Aren’t middlemen exploiting farmers? And if they are removed through the new laws, as the Narendra #Modigovernment claims they will be, is that not good? Aren’t private companies in a better position to offer a higher price for a farmer’s produce than APMCs? Basically, why are the protesting farmers angry? After all, isn’t the government only trying to help them?
These are all seemingly simple questions with complicated answers. After spending two weeks speaking to the protesting farmers at the Singhu border, the focal point of the ongoing protests, Nidhi Suresh attempts to understand the anger, emotions and nuances driving the demands of the farmers.

What I could understand from your presentation is that the fear of farmers from Punjab and Haryana are based on imaginary assumptions which are yet to realize. May be they should try the new bill for 3 to 4 years and if the bill is turning against then there is always an option to vote out the Govt. Remember the Govts are not forever.
The bill has support from majority of the farmers from other parts of the country. This is a fact. Also, the subsidies enjoyed by Punjab and Haryana actually are robbing the subsidies of farmers from other region. This must stop. In the garb of MSP the farmers of these two states dumps their substandard produce to Mandis. Basmati rice they never sell in Mandis. They are already selling high cost rice like basmati directly to corporates. The rice and wheat that we get from PDS (ration shop) are actually are the grains that Govt is forced to buy even though the supply is more than demand. Try eating the rice and wheat from ration shop then you will know what I am talking about. Currently since there is guaranteed MSP they produce quantity but not quality and dump those to Mandis. I want to support genuine farmer but surely would not support who are just behind money and does not care anything about quality. Currently this is the case of farmers from Punjab and Haryana.

    You've raised some pertinent questions:
    - How did you arrive at the 2.5% commission being given to the middlemen? On the ground facts says that it is somewhere between 6-8%
    - At what interest rate are the middlemen paying money to the farmers?
    - Farmers unable to pay middlemen's money, isn't that the reason for farmer's suicides?
    - If it only the farmers who are protesting, why are they not coming to a negotiation with the govt?
    - Why did the protestors ignored SC commission?
    - And, most importantly, if this is only farmer's protest, what's the role of "Khalistanis" in this?

Really dmb analysis! She's merely parroting the fake narrative that'll ultimately hurt the farmers:
      - The suggestion in the farm bill to have contract disputes resolved by a DM in 30 DAYS in actually in farmers' favor. Farmers insisting on court option is really dmb as it favors the corporates. Corporates can afford lawyers and wait out 1-2 years for the courts to decide on the matter, but the poor farmer will go belly up in that time (nor can he afford top class lawyers)! Arbitration/Adjudication by the DM heavily favors the farmers
      - Middlemen providing 'service' is so st00pid! They're actually eulogizing the loan sharks?
      - Mandis won't collapse, definitely not in Punjab. In Punjab, corporate buyers will NEVER buy rice & wheat from the farmers in private sales or in mandi middlemen. The obscenely excess amount of unwanted rice and wheat that Punjab farmers produce has no market value (Center buys them at exorbitant prices to literally throw it away). Center will continue to perform the immoral exercise of wealth transfer from rest-of-India to Punjab (and let them have 3x -5x national avg incomes). Net-net the Farm bills don't change anything for Punjab farmers, but they're holding the upliftment of 99% non-Punjab farmers as hostage in return for ransom (free diesel, no-ban on stubble burning, release of Khalistanis & jihadis etc etc)

@@omnicurious2949 when you say excess amount you mean there is no 'profit' to be made in wheat and rice. Trust me there are people who need that wheat and rice. The government does not distribute it efficiently which is why there is still hunger in the country. Obviously private players would consider that 'excess' capacity that can be used to grow something that they can sell for a profit.

    • @omnicurious2949
      @omnicurious2949 3 роки тому +5

@@jammRJ Firstly, why does every communist, Islamist & khalistani think 'private corporates' are something that belong to a different planet who will now descend on Earth bcos of the Farm bill? They already function in India...only by buying thru the Middlemen (the legal way allowed).
Secondly, there really isn't 'hunger'. Rice and Wheat is available across India for Rs 1 to Rs 2 a kilo.
Thirdly, 'private players' cannot decide what the farmer will grow. Farmers will grow what they think is profitable. Right now, in Punjab, growing Rice & Wheat is super easy and super profitable (free water, electricity, subsidized fertilizer.....and an assured buyer at a price that's many times higher than the market supports). Farm bill that gives an OPTION to sell outside mandis will NOT change that.

      @omnicurious2949 3 роки тому +4

@@Adolfofficial9 If you can bribe the DM, you can't bribe a judge? Your strawman arguments as facile. Even if ALL judges are honest, upright and fair, court option is a losing proposition for farmers. Having to hire a lawyer, wait for years and not to mention run around the courts. Also, it's easy to launch an investigation on a corrupt DM than on a sitting judge! There's a reason why Farm Bill suggests arbitration by DMs...it's in farmers interest. Modi has no special love for DMs that he wanted them in the process.

Only bajra crops getting msp which also benefited only 14% who have an power in apmc. If everyone protesting against new law they how to protect against last bill also.

While i agree with most of what has been mentioned in the video there are certain things that i would like to know further about as they were not cleared by the speaker.
    1. Per my understanding The new laws do give options to private buyers and farmers to deal directly and which as mentioned correctly in the video may cause the buyers to dictate terms in certain aspects however the Concept of APMC is not being eradicated and it is a parallel system that is being created to provide more options. The farmers are still at the helm and are the ones who decide which route they wish to choose. Please correct me if i am wrong!
    2. Time 4:45 .. as per my understanding the prices, quantity and quality of the product in contract between the farmer and the buyer is pre-determined as per the law. Hence supply and demand doesn’t effect it. As pointed out correctly the surplus produce may not be accepted by the buyer at the same rate however that is where the APMC platform comes into picture again where the MSP is still applicable. Please correct me if I misunderstood the law.
    3. I do agree that there will be an increased intervention by private players in the farm produce sector however at every point the farmer is the decision making authority wether they wanna deal at APMC mandis or Direct to buyer and wether they wanna get into a finite contract with a private buyer or they wish to sell their produce as they have been doing all this while.
    4. As per my understanding The point about small ticket loans provided by APMC is not as simple a concept as put forward in the video. It exists in various industries and is a concept that is absolutely based upon day to day dealings and trust developed among various merchants over a span of time in a community. This concept is what was termed as “Sahukars” in the olden days and was a widely accepted practice prior to development of banking system. Yes it may provide a quick resolve most days but was also a reason of exploitation most often than not. Please let me know if i have misunderstood this in anyway.
    5. The third law about amendment in the essential commodity law was never referred to.
While i have utmost respect for everyone’s perspective and also understand completely the fear that Farmers have of being absolutely buldozed by private sector if things do not work the way govt has anticipated. As a response they do not wish to accept these changes and its their right not to.. however what i do not understand is oversimplification and having a myopic view.
Specially addressing the mentioned job loss point in the video - Jobs were lost when things started getting computerized but then new jobs were created due to the same fact aswell.
With all due respect to everyone the comment is only for the video. Please ignore any spelling or grammatical errors just penned my thought.

Agriculture is a state subject. Some states have done away with Mandi system, and with mixed results. Bihar, for one, is very good example of agrarian state that suffers from lack of MSP, while Kerela has decent farm income even in private system, but I am not sure about how farming is done in Kerela. Anyways, punjab, haryana and rest of Kisans identify themselves more with Bihar's Kisan instead of Kerela's.
Central govt. decided to bulldoze a Central farm law for EVERY state, using certain questionable clauses. In spirit, that is 100% unconstitutional, as agriculture is state subject, but now it's for courts to decide

3/ 4 southern states like tamil nadu, andhra, telengana, kerala have a good MSP and mandi system with both government and private dealers at work and all the stake holders are happy because the private dealers are not big corporate sharks but once those sharks enter this territory then they will eat both mandi's and private dealers and that is the biggest concern. in the earlier version it was a win win situation to all the stake holders where producers are happy because they get their value for their efforts, middlemen make a few bucks for their efforts and everyone in that chain takes their share and consumer is happy because no one in the chain can manipulate the quantity or price but when these huge sharks enter their prime motive is to kill competition of all sorts, shapes and sizes and make it their monopoly and then the producers are at the mercy of those guys and there is no such law holding them answerable or binding them to pay certain price and the officers and politicians will wag their tails as they are already doing in front of these big sharks and that is the point to worry.

Who will pay for surplus crop that you mentioned ? The common man of India through various system of taxes ? People pay taxes for development of the country , not to see part of their hard earned money to rot in FCI warehouses. Buffer stock of Rice / Wheat , is already more than double now . Second point , as you rightly mentioned , who will finance the small and marginal farmers for their crops ? Here , the suggestion is , let the Govt. make dedicated NBFCs for farm loans with financial incentives to make them not only Viable but lucrative to lend. Presently , these small farmers are funded by large farmers and middleman , instantly , but at much higher rate of interest than the market , and if crops fail , these large farmers are no better than " Shylock ". The small farmer commits suicide . Not a single Farm Leader and/or Politician has mentioned about thousands committing Suicide every year from these two and a half States . Please don't raise there are Suicide in other states as well. Let us take one issue at a time. Third point , Govt. need to device concrete plans for small farmers , including a financial package to switch over to other crops , from paddy and wheat , which is surplus. Or improve the technology (PVT. Sector required here ) , produce at a competitive rate and Export the surplus. The fourth point , consumer purchase potato at Rs. 30 per kg. The actual farmer who uses his arms to produce gets only Rs 3 per kg . The whole Idea of reform , in a nutshell is , let the farmer get Rs. 6 per kg and the consumer at Rs 20 per kg. Let the gap reduce. If your intentions are not aligned with any political Party , then please make a video ,basis, whatever explained.------- Common Man

According to you APMC is a flawless system . if so , why every day 30 farmers are killing themselves? why lakhs of farmers suicide due to debt ?
1.the whole assumption of your video is that the mandi system is flawless, non corrupt and an angel to our farmers.
    2. you spoke about MSP . In the Mandi system only 6% of the farmers were benefited with MSP or only 6% of them sold their crops at MSP price or above. (stastics from Sharada committee
    3. as you said the farmers must keep good relations with the arthiya, he will lend him money with trust. you are indirectly saying that the farmers are at the mercy of the artiyas.. SO they must have a setting or Jugaad to secure their rights with the arthiya ..
    4. why should the farmers hands be tied to sell their crops in the mandi and why do they have no freedom to sell it wherever they want in your beloved APMC ? yu and your "comrades" know why ..
    5. why did you not mention about the (not required) trasaction agents and commision agents who are middlemen to traders and not even retailers. why do you need an agent to take your goods to a distributer ? simply to raise the price of the goods for customers ? and reduce the price for the farmer. ?
    6. can you and I become a trader in the mandi system ? traders are usually politicans or politicans contacts ..
    7. you hardly mentioned about the state govt involvement. many state govt whose income is low (especially underdeveloped) earn from mandi taxes.. in this case punjab mandi system taxes is one of the highest among all states.
    8. LAST STRONG POINT : as you mentioned the mandi system and farm bills passed are going to run paralelly, why are those so called "farmers" whining and crying and afraid that the mandi system will stop . if farmers love Mandi system , they will only sell through mandi system right ? and mandi system shall prevail. the people "so called farmers" are afraid that their syndicate of corrupt practices will stop in the mandi system..

There can be flaws in the current bill that the government has passed but I see this as a very necessary and effective step Indian government has taken and in the long run will help farmers to earn way more money then they are earning right now...
Farmers who are protesting against this laws are not seeing the benefits they will be getting in the long run.... It looks like they want to be dependent on the middle men and govt. subsidies but the current bill allows them to free themselves and grow more....
Also many people are commenting on how this bill will take away there right to go to court in case of dispute but the truth is this bill provides a proper legal framework that is being created to protect the farmers of India and not the big private companies....
Everyone who thinks that this bill is for the benefit for Big Private Corporations are wrong. Yes, Big Corporation will be benefited from this bill but farmers are the one who will be availing the actual benefit from this bill..

Just my opinion(may not be a popular one), lets us assume that even these laws are repealed, it is not going to solve the fundamental problem of over dependence on grain production and less diversification in agriculture. Moreover MSP is not implemented uniformly across India and too much reliance on MSP may discourage farmers from cultivating alternate crops. Dependence on MSP and excessive grain production is not good for India in the long term.

Show me one country or one industry in the world or market in the world where there are no middlemen's? They're partly misled & partly acting on their excessive greed.
      - Mandis won't collapse, definitely not in Punjab. In Punjab corporate buyers will NEVER buy rice & wheat from the farmers in private sales or via mandi middlemen.
They're actually eulogizing the loan sharks!

@@omnicurious2949 You are also partly misled and partly commenting without knowing the ground realities.
Parallel markets dont really work well for govts, they always lose out against private players in long run. So, just going on and concluding that mandis won't collapse is just your misunderstanding on the working of markets. And calling farm produce procurement by govt for the PDS an "Immoral exercise", just shows how little you understand the contribution that Punjab and Haryana make in food security and providing basic nutrition to the nation.
As for the DM resolution, farmers are just asking for the option to go to courts as well. Govt is bringing in these laws as "more options to farmers" and don't want to provide the option for farmers to go to courts as well? The security and resolution net needs to be more detailed out and protective to farmers. Sometimes only arbitration is not the option. There are legal battles needed to be fought by them those who can, so that the interpretation of a situation by the court gets converted to a law. So, just calling out farmers dumb doesn't make your case any stronger when they clearly know what they are doing more than you.
Middlemen name calling is done by govt and the media narrative. I agree there are many predatory people in all sectors, but just starting name calling is just misleading the people. As clearly explained in the video there are many nuances to things and farmers are not the ones who are calling adhtiyas as middlemen. They heavily rely on that relationship which came into existence organically, if the govt is trying to forcefully engineer them out of the framework, they will just end up bringing up more powerful middlemen which'll serve more to corporations than farmers.

We do not need such a huge work force in agriculture. So, we need to improvise the storing processing/ value addition technology where private entities will be of help. So that the labour of farmers will not be wasted year on year. Now, with such a system, a lot of agri labourers will be forced out of the system and pushed towards industry. Migration is the idea.

I guess you never heard the term fractional reserve system, Banks create money, they can lend at 1% and still make profit,
whereas common people lending at 10% or 12% would lose "Value, " a 100 rupees today has greater value then a 100 next year", of their money because of inflation, so a 17% per year rate is a very generous rate. And banks only lend against collateral, unless ofcourse you are a A or A, and charge for the paperwork at .5%, and you have to include the cost of atleast one pair of slippers for doing rounds to bank. I dont know where you copied that comment and pasted it for your daily wage/pocket money, farmer pay even higher interest rates [because banks wont help farmers who have no land], and small business people like the pan wahallas are charged 5% by lenders permonth that is 60% per year. I hope your masters pay you even though you posted the wrong comment, enjoy your hard earned money. have fun.
