    The Romans considered national agreements almost sacred. Carthage broke the peace treaty twice. Therefore, the city was destroyed and the fields around it were sown with salt so that it would never rise again.

      Not sure about the salt bit : it would take tons of salt to cover the city. Salt was rather expensive then and getting tons of salt there was not feasible. Maybe the Salting was a more symbolic act ?

      The Romans had broken or would break quite a few agreements / treaties with the Celtiberian tribes in Spain. So either those were precedents for this or this would set a precedent for the future. After all there was a hoary old precedent for such transgressions which is the abduction of the Sabine women !

      Hispania was under the control of Carthage. And they had an agreement with Rome to divide the area so that neither would cross the Ebro river. Carthage spread its power and the local tribes were afraid of being conquered, so they sought protection from Rome. The city of Saguntum also sought protection by allying with Rome. And that's exactly where Hannibal attacked when he started the so-called Second Punic War.
      Later, Hispania became Roman through cultural, political and economic influence. The development was supported by a strong settlement policy on the part of Rome, and rebellions were suppressed by force.
      I don't know of any other agreements from the Hispania region than that agreement of Ebro. The local tribes were allies of the Romans against other tribes and the Carthaginians. And then those allies Romanized.
      The legend of the abduction of the Sabine women is related to the birth of Rome. According to the legend, those hijackers were Greek-Latin outlaws, and not yet Romans. That is, according to Myth.
