For a project that important to Sal it surely had a lot of flaws. I mean he was building the Casino in a land he didn't owned, before the laws were changed to even allow gambling in New Bordeaux and he was using counterfeit money to pay for everything. Even if Lincoln never interfered with his plan it could still go fubar because of how risky it was.

The fact is, he was old, he was tired of the shit, and he knew if he died without a solid legacy his son would soon join him. Lou is in charge of grooming politicians lawyers, bankers and merchants, using his Lieutenant Tony Derazio to bribe corrupt city government officials. Paying money to change the laws for gambling was a massive risk. Tommy was the man for the counterfeit money and he excels in the casino business. That counterfeit was a backup because Sal put a lot of money into it and he wanted to avoid legal action against him. Wow Sal was dead in the water the moment he turned against Clay and was screwing everyone over with the casino.
That's why it's cool to take Barclays Mills first, because Enzo Conti is the first lieutenant to point out the casino issue, how it's a huge f**k you to everyone who worked for Sal all that time.

The Attention to Detail is what most gloss over when t comes to Mafia III painting it as a flawed masterpiece and all but really the Voice Acting and Performance is the shining upbringing that made the game great when it comes to reviews.

In my opinion, since Lincoln wanted Sal to feel what it was like to lose everything, the best order to deal with the Capos would be this: Lou Marcano first, Remy Duvall and Olivia Marcano second, and Tommy Marcano last (bonus points if you left Tommy to burn)
