They are from 4 to 6 inces long. Should I cut the main stem that is hanging over? If so how much? Thank you for any help.
Okay, I clicked on the link that you posted to purchase a plant, and it took me to a tic toc site, with people doing weird things. I don’t do tic toc. This plant that you cultivate, is it a medicinal herb? Since that is the only plant that I am interested in growing.

However, they are only fragrant to touch. Do they get more fragrant when they grow or will I have to cut the branches and hang them to dry so they release smell?

try bottom watering then repotting the plant when the plant is vibrant and perky
Can I put the eucalyptus outside and then put it indoors during winter? Can I put somer rock at the bottom of the container for moisture?

yes but you need grow lights, a large spot , and warmth
