It is, but if you have a good base it works well. also I think blending with a damp beauty blender is best for elf camo. I really like the consistency, colour and coverage. I just find if my base/skin isn't like moisturised or smooth, the concealer dried out and doesn't blend well if that makes sense but that hasn't happened in ages now. Honestly this and the the 17 second skin concealers' are my fave ever. 17's is good for light coverage/everyday. Then Elf for high coverage/full glam
