Seems to be an issue with color correction and their camera settings. These video quality issues are a reoccurrence and Adam would notice the actual lights in the room being different and would say something. He wouldn't be able to not say something, he'd turn it into a 30 minute on-air rant until they fixed it. A discreet setting on the cameras though would be unnoticed by him during or after since I'm guessing he doesn't watch any of these videos after recording. I would bet there some rebooting of equipment and a checklist that doesn't always get followed properly.

There is no way NYC will accept this garbage can insanity. People carry their garbage down the elevator or stairs with the garbage in bags are you going to take a garbage can that has been on the street all day in july back inside your apartment? This entire thing is political payback to someone. Look to see which alderman has the garbage can concession and you will find someone with a fist full of interesting recordings that can destroy political carriers.
LA is measured in surface Area (square Miles) NYC much like Tokyo is measured In Cubic (and cubic yards or feet not something ridiculous like miles.) LA has room for garbage cans NYC does not, besides the Govt there should be more concerned with the mass looting of stores and the rapid flight of all national retail chains from the city that never sleeps.

Dawson, we pay for our bins when we acquire a home, and it's up to the owner of an apartment building to get personal bins or dumpsters for multi-occupancy buildings. If there's a fee, the owner of the building would include that in the rent to amortize the costs. When I lived in upstate NY (near Albany), it was a requirement to have a trash bin, and that's the only way they would take trash unless it was certain times of year when they would take leaves and brush bagged a specific way in specific bags purchased at a local convenience store for $3 per bag. Any time you had a large or bulk pickup, you had to either take it to the dump yourself and pay for disposal by weight or pay a service to come get it.
An acquaintance is a barge engineer who works 1/2 the year (off the other half) and the barge's sole job is to take garbage out of NYC and bring it to giant dump sites for disposal. The city creates so much garbage that it takes a fleet to dispose of it. Maybe Rob Reiner could take a ride on one of those barges and get left at the dump. :D
... the city will just add a special pick-up fee for anything not properly placed in a bin. They add a fee by both size and weight here in Florida.
