So long as you're diligent about spot cleaning of any waste products or uneaten/dirty food, you can get away with doing a 100% substrate change every two or three months if you have a non-bioactive setup. Only with same species.
Looks like you have a cover over the uvb tube 🤔? Then the uromastyx doesn't get any pleasure from the tube, UVB is stopped by the plastic screen..
