About SCL that came up in the discussion, I think SCL faces some critical challenges that need addressing to boost its competitiveness & self-reliance. A prime example is the Shakti Microprocessor project - despite four years of development, it's commercial adoption remains minimal compared to China's success in implementing their processors in supercomputers.
(Continuing) To address SCL's challenges, at least the following few initiatives are necessary: 1. Infrastructure & Manufacturing Capabilities: Experts from SCL and other institutional bodies (like IESA, ELCINA, ICEA) must collaborate to develop capabilities for producing raw materials required for SCL's FAB and also all new FABs starting at 45nm, 22nm, or 14nm in India. Also, required is a consortium for high-precision manufacturing equipment specifically Semiconductor Manufacturing Equipment (SME) or Wafer Fabrication Equipment (WFE), to convert university R&D into commercial-scale Technology Readiness Level (TRL) advancements. 2. Educational and Research Collaboration: SCL must expand its educational reach by leveraging modern teaching technologies like online learning and increasing university collaborations for R&D. 3. Geographic Expansion: For strategic reasons, new SCL ventures should be established in South or Central India, operating as independent subsidiaries of the parent SCL in Mohali. This structure would facilitate potential future splitting, spin-offs, and privatization. 4. Marketing and Customer Orientation: The best customer-oriented marketing-related training (including sales, field applications, maintenance, logistics, supply chain, and technical support) must be provided to all relevant departments of SCL. To increase commercial adoption, SCL should identify and train patriotic extroverts for customer-oriented roles. 5. Human Resource Management: India's semiconductor sector requires world-class HR management with modern compensation practices. Leading institutions like IIMs and IITs should research and propose solutions to modernize HR practices, emphasizing employee-centric policies over hierarchical paternalistic approaches. The current traditional hierarchical HR management, driven by fear and control, needs to shift towards an empowering model that values employee contributions. Many young professionals currently prefer working abroad or in GCCs due to better salaries, work-life balance, and progressive work cultures. To generate indigenous IPs, companies must adopt competitive compensation strategies, ethical practices, and create supportive work environments that can retain talent.
