In my experience, I didn't have to be in a public lobby to do the missions. I just did Invite Only Sessions instead. It worked all the up until I had to do the co-op missions as Franklin and Lamar.
This is a pre-recorded video which I assume was around the first week of the new DLC(notice he still says Merry Christmas and look forward to the new year), where the missions could only be done in public lobbies. Only after Rockstar patched it the next week can we play in invite only sessions now.

Currently I am enjoying this new update by driving around in the new cars with the anti missile lock tech installed trolling the oppressors and calling them names as they can't get a missile lock. It annoys the modders so much they kick me off the server but I will take that as a win. I also stay well hydrated at all times.
when i play gta i take the responsibility of hydrating the local npc's of los santos, driving in a firetruck and certifying that everyone gets there daily dose of water. i hope that everyone is doing there part
