You should make a comedy video, your mower breaks down, you take it to a repair shop, this repair shop does all kinds of strange things to the engine, including poring bleach in the gas tank and at the end of the video the engine starts up and works perfect!!
I can tell it's been left outside... for a WHILE!!! I hate getting ahold of equipment like that. I show it "a little more love" and see if I can blow out the crud.
Jeremy it is possible that Robery Yearian has the design flaw issue with these carbs in which the choke lever is sticking against the steel mounting bracket for the carb. B&S finally did resolve this issue by cutting a slot in the metal bracket to allow the choke lever to flow without binding but if the slot is not there a simple 1/8" removal of plastic from the end of the choke lever fixes this issue. Nice job cleaning without removing the carb from the mower.
I've tried to clean the white plastic metering jet before with some success but if the mower doesn't run correctly I will just pull out the metering jet and replace with a new one. Even though it's plastic they still get wear out or clog up.

Hmm... mine didn't come back to life as easily. There was some gum in the bowl... but maybe I didn't squirt enough thru the jets. The main jet has a silver ball blocking the way... very weird. I'll go thru it again. Give me an OLD engine any day.

Oil is full... this thing looks brand new except for the leaves and pollen and stuff that accumulated while it was sitting. There's not even any wear on the blade!! The wind noise was not a problem. The problem was that annoying music you added so that we couldn’t hear what you were saying.
