My handfeed budgie's 25 days now. But he/she still looks like a 20 days old budgie. Does handfed budgie and parent raised budgies grow differently? btw using my mom's account

I bought a budgie about a month ago. I know already that he’s less than 4 months old. I bought him because he was the only one that was very puffed up. Still till this day he is very puffed up. I couldn’t find anything wrong with him please help!!! Also there’s no vet for birds around where I live
