Question: when counting the days for a budgie egg to hatch do you count the day it was laid?

I do, but most budgies won't sit on the eggs till there are 2-3 eggs

I just for the first time incubated a budgie egg its been 17 days till there is a life inside an egg i observed every single day but from past 2 days there no movement in the egg is it died...??

It may be alive. You can try egg floating test. Before that keep the egg near your ear and listen. You can hear sounds. Weak babies can't come out on their own. In that case you need to help the baby come out. I think it's alive. Please don't delay.
