Absolutely true! It's actually as follows: windows 2000 beta sound reversed, with the sound from a Microsoft (I believe golf) game, and the Windows 98 startup sound.
I have more nostalgia for these sounds than most people, because I used a shell pack on XP for quite a number of years to replicate Vista. The sounds were the "Longhorn" set, so to me this was legit Windows for probably four or five years.
Are you talking about the startup sound? That's the entire startup/logon/log off/shutdown sounds. Nobody knows, it's created by Samsung, so it's either someone that helped create the sounds or it could be fake, and I doubt Samsung would give any information about it away.
