I believe there is a God of Time there. However if you ask me. If I was in that world. I should've asked Yae Miko or Ei on how to put one's consciousness in objects. Then perhaps we could've help Ruu transfer his consciousness into the Pinion and the object can serve like a floating companion like the Seelie or Endora pet.
After I finished all Tsurumi quests, i always equip the feather and click 'z' whenever there's a beautiful scenery so i could feel like i'm showing Ruu around.
I do this too!! I always took my time exploring Mondstadt and Liyue and Inazuma. Once in a while I use the feather to show him sceneries that I find beautiful. Whenever I fight huge and new bosses or enemies, I activate the feather before the fight just to show him how exciting adventuring is. Even though Ruu is probably in a safer place now, I'd like to think that he's with me. I always visit the altar where we last saw him and this song always plays there. I always cry a bit but I know he's somewhere peaceful now. Gosh i miss Ruu so much

Guys sorry to tell you but the story of the island was literally that Ruu was sacrificed and killed by the people of his island who were then wiped out by the thunderbird He had to reexperience being sacrificed over and over again until the traveler helped I'm afraid Ruu will never return

This is my favourite story in genshin ever. The characters, the theme, the hope, the heartbreak... It gave the players so much emotions in such a tiny island. I wish there was a way to redo quests because this is that one quest I would do over and over again just to relive it again... ;-;

I didn't do this quest for sometimes because I read the story somewhere in comment. I later decided to complete it because Ruu deserves to be free from the loop of sacrifice

She got mad and decided to curse/kill all the people from the island (the exact reason why she was killed by ei was because she has been a threat for the people of the seirai island). (Ruu thought that kapatcir wanted her ceremony to happen and it got delayed so she got mad. But the truth is, what she wanted was to avenge the dead boy and hear his singing again:( )
The saddest story on Genshin so far... I wish we had a way to change the past and make things better for everybody on that island
