I love the bag container. I'm definitively going to use that. I love those laundry baskets on wheels from Walmart. I have 3 of them. And they get abused. And have lasted a few years already. I got them because I have chronic back pain and when I had to go to the laundromat every week they helped so much.
I've had those hampers for years but mine have flip up lids too and I love them. Great idea for the over the cabinet baskets and the easy empty trash bin I really need that for my main bathroom

I use my empty disinfectanting container for my bags. I put 1 in garage, in my trunk and on each level of the house. You can spray paint them or put contact paper on them. The best thing is they're free.

Maybe you can snap the hangers of and use command hooks to hang from the i side of the cabinet door? My cabinets have a lip, also, but the basket things I got could be used as over the door or screw in, so I just screwed mine in.
Like the bag bin idea. While I’m watching tv, I fold them up like a “football” and you can store a whole lot in 1 container. I also check they are free of holes.

Reduce, reuse, recycle! I love this! (I don't use that kind of cleaner, but when I did, I always found a reuse solution for the containers!

I have been using a tissue box for my plastic bags. This might look better, but not necessary if you don't have the money.
I use the containers that you put bags in, as a trash can in my car
